If someone trims their leg hair with clippers to about 1/4", will it grow back much thicker and fuller, or is that only true if they completely shave it?

I'm a girl, and I shave my legs every two weeks (thats how long it takes for the hair to grow back) its never been darker, or thicker. My friend on the other hand waxs her legs, and her hair does grow back thicker. When you wax you are pulling out the hair from the roots, but when you shave, you are only cutting the hair down to skin level.
