You can take them to a cutlery store. In Los Angeles, there's this place on Broadway/ 2nd street in Downtown L.A. *Ross Cutlery*. They sharpen scissors, knives, etc. If not in your neighborhood, I suggest you look in the Yellow pages directory under "Cutlery", either that or take a trip to the local beauty supply and buy new hair shears.
